Why are the majority of miss universe winners Latino?

I stopped watching that show a long time ago but the majority of the Latina winners are white. I know that in Venezuela to be even considered to compete to be Miss Venezuela you have to be Caucasian or appear to be white. The guy that runs it (I forgot his name) said that lighter skin, whiter features are better (I saw it in a doentary). Even if you look at contestants from other Latin American countries they tend to be or look white, which is fine because obviously there are white people residing in these countries. However I don't think that the girls they pick don't fully represent Latin America's diversity.
